Finance Officer

The National Council for Persons with Disabilities (NCPD), a corporate body established under the Rights of Persons with Disabilities Act 2018, invites applications from suitably qualified individuals for the position of Finance Officer.

Position purpose

The Finance Officer is responsible for the financial management of funds within the Council Secretariat. The role provides financial advice, verifies transactions and ensures that payments comply with applicable financial regulations.

Key responsibilities

  • Prepare budgets, salaries and wages, cash-flow forecasts and periodic financial analyses.
  • Process acquittals, maintain Council accounting records and prepare documentation for audits.
  • Provide monthly financial updates to NCPD Secretariat management.
  • Coordinate with the Ministry of Women, Children and Poverty Alleviation for the release of grants.
  • Coordinate the Annual Board of Survey and prepare reports.
  • Maintain records in accordance with the NCPD Financial Manual and Human Resources Policy.
  • Liaise with external auditors and facilitate the audit of financial records.
  • Contribute to NCPD planning, budgeting, recruitment and other corporate requirements as needed.

Person specification

Applicants should hold a recognised degree in Commerce, majoring in Accounting, with at least three years of relevant work experience, or have at least five years of relevant experience in a similar role.

  • Financial accounting and reporting.
  • Budget preparation, monitoring and forecasting.
  • Payroll and financial records management.
  • Preparation of acquittals and audit documentation.
  • Financial regulations, policies and compliance requirements.
  • Liaison with auditors, government agencies and other stakeholders.

Skills and abilities

  • Budget preparation, financial forecasting and cash-flow analysis.
  • Preparation and maintenance of accurate financial records.
  • Coordination of the Annual Board of Survey.
  • Managing multiple tasks and meeting deadlines.
  • Strong written and verbal communication.
  • Problem-solving and sound decision-making.
